Statement of Economic Interest (SEI) Form 700

The Political Reform Act (Gov. Code sections 8100091014) requires most state and local government officials and employees to publicly disclose their personal assets and income. They also must disqualify themselves from participating in decisions which may affect their personal economic interests.

Every elected or appointed official and public employee who is either identified in Government Code Section 87200 or identified in the City’s conflict of interest code is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways:

  1. It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances.
  2. It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.

Statements of Economic Interests are public documents. Any member of the public may inspect and copy any statement. Forms must be available as soon as possible during the agency’s regular business hours, but in any event not later than the second business day after the statement is received.

The Fair Political Practices Commission (FPPC) requires cities to file the original Form 700s with the FPPC for the following positions:

  • Mayor: Kate Colin
  • City Council: Maribeth Bushey, Eli Hill, Rachel Kertz, Maika Llorens Gulati
  • Planning Commissioners: Shingai Samudzi, Samina Saude, Aldo Mercado, Jon Previtali, Jon Haveman, Jill Rodby
  • City Manager: Cristine Alilovich
  • City Attorney: Robert Epstein
  • Finance Director: Paul Navazio
