the Epermits system is currently experiencing technical difficulties and is not allowing plans & documents to be attached to your application.

Please email your documents to Building@cityofsanrafael.org  AFTER you have created your permit. 

Solar, Battery Back ups, EV Chargers

Anyone can apply for a permit online, but if this is your first time applying for a permit online, you will need to create a user account. These guides are available to help you: Homeowner, Contractor. Attn Contractors:  To apply for these permits you will need to have an account.  If you do not already have one please contact the department at 415-485-3367. Please contact us if you have any questions.

Renewable Energy Permits: Solar, Thermal Solar, Energy Storage system (power walls)  &  Electrical Vehicle (EV) Chargers

Please Note: All Renewable Energy Permits will require plans for submittal.  Those documents will need to be attached to your application. Once your application is received it will be reviewed for compliance.  This may take up to 7 working days.

         Your Solar Panels and thermal plans should include:

  • Site plan (including panel locations, Layout and clearances)
  • Electrical details
  • Manufacture specs

     Reroof  with Solar Tiles:  

  • Site plan
  • Electrical details
  • Manufacture specs
  • ūüö©When Appling for this permit only enter the value for the reroof portion. DO NOT include the solar tiles in your value.

         Electrical Vehicle and Energy Storage Systems plans should include: 

  • Floor plan with device location
  • Electrical diagram
  • Manufacture specs

EV charger permits may use this streamlined checklist. In most cases, EV charger permits can be done within 1-2 business days.
