About the City Manager's Office

The City Manager’s Office (CMO) serves as the administrative leadership team for San Rafael. We implement the direction of the City Council, oversee daily operations of City departments, and ensure that the City delivers high-quality services to the community.  

The City Manager’s Office also acts as a resource for residents and businesses—whether you’re looking for information, need help resolving a concern, or want to get involved in shaping San Rafael’s future. 

Additionally, the City Manager’s Office supports the Council's efforts to engage in legislative advocacy on the local, state and national level, advocating the City's interests and increasing the City's influence as a leader in good government.

Three-Year Strategic Plan

The City Council’s Three-Year Strategic Plan sets the City’s top priorities, aligns resources with community needs, and provides transparency and accountability in how we measure progress. 

The plan covers seven interrelated priority areas, each grounded in community needs and strategic direction. These priorities build on the essential core services that residents rely on every day – including emergency response, community programming, streets and parks maintenance, and more.
