Overview
In November 2024, San Rafael voters passed Measure P, an initiative to fund a new main library and community center at Albert Park. Measure P represents a significant investment in our cultural and civic institutions and will be one of the largest capital projects that San Rafael has undertaken in recent years. The new library and community center will be a vibrant community resource for San Rafael, providing a hub for civic, cultural, and social enrichment and connection.
Project Goals and Mission
The City of San Rafael is embarking on a transformative capital project to develop a new integrated Library and Community Center at Albert Park that will serve as a vibrant hub for civic, cultural, and social enrichment for decades to come. This strategic investment, supported by voter-approved Measure P, represents our commitment to expanding library services, enhancing community spaces, and creating a modern facility that meets the growing needs of our diverse population of over 60,000 residents.
By replacing the existing, outdated facilities with a purpose-built complex, we aim to provide expanded library services that meet appropriate square footage requirements for our city (approximately 0.70-0.75 square feet per capita) while enhancing essential community center functions.
This project embodies San Rafael's dedication to strengthening community connections, improving access to knowledge and resources, and creating inclusive spaces that bring people together. Our goal is to create a welcoming, sustainable facility that anticipates future needs, incorporates green building practices where feasible, and demonstrates responsible stewardship of the public resources entrusted to us through the Measure P parcel tax measure.

Tax Collection
The Measure P parcel tax will commence on July 1, 2025 and will continue for thirty years or as long as bonds for the planning and construction of the facilities remain outstanding, whichever is longer. The tax rate established by Measure P is $0.145 per square foot of improved building area per year and $75 per vacant parcel per year on taxable real property within the City.
Measure P includes an exemption for persons over the age of 65 years who own a beneficial interest in a parcel and who use the parcel as their principal place of residence. Please complete and return this Measure P Senior Exemption Form by June 1 of the tax year for which you are eligible.
