COVID-19 Impacts to City of San Rafael Services

Following today’s seven jurisdiction order for residents to stay home, we want to provide you with an update regarding City of San Rafael services. Service impacts will be dynamic as this situation evolves. We will continue to update www.cityofsanrafael.org/coronavirus as impacts on services change.  

How are City Services Being Impacted? 

City Hall 

City Hall, including the Building & Planning Counter, located at 1400 Fifth Avenue, is now closed for walk-in service. Limited access to City Hall will be made by appointment only. Phones will be answered during business hours. Find contact information for City departments and services. If you have any questions about City services, please call (415) 485-3070.  

Permits: Over-the-counter plan checks will be closed for walk-in service until further notice. Permits will be issued, and plan check processing will be accomplished through appointment only and electronic coordination.  Planning related questions can be submitted to planning staff online or by phone  (415) 485-3085. 

Inspections:  We will be limiting on-site inspections and developing alternative process for remote inspections. Most code enforcement activities will continue as scheduled except for those which require employees to enter residents’ homes. Life safety inspections will continue. 

City Council and Public Meetings 

City Council Meetings: The City Council Meeting for Monday, March 16, 2020 has been postponed. In an effort to provide remote community participation for our City Council meetings, we are piloting real-time online commenting on agenda items through YouTube Live. Our goal is for you to be able to watch and participate in the meeting from your home without needing to attend in-person. 

Library, Community Centers, and Childcare 

All library, community centers, and City-run childcare facilities are closed until further notice. Classes, events, and programs are cancelled. Facility rentals have been cancelled or postponed.

  • Northgate Mall Library – Closed to the public 
  • San Rafael Community Center – Closed to the public 
  • San Rafael Public Library (Downtown Branch) – Closed to the Public  
  • Terra Linda Community Center and Pool  – Closed to the Public 
  • Pickleweed Library – Closed to the Public 
  • Falkirk Cultural Center – Closed to the public 
  • City Childcare Centers – Closed to the public 

Department of Public Works 

Public Works offices will be closed to the public for walk in service until further notice. Information about permits can be found online. We are issuing all permits and inspections remotely. Please visit the Permits page for more information. Issues such as potholes, downed trees, flooding, traffic and signal issues, can be reported online or by phone (415) 485-3355. 

Parks & Fields 

At this time, all parks remain open. If you visit a park, please practice good hygiene and social distancing (En Español). Albert Park Field is closed to the public. 

Parking  

Parking Services will continue normal enforcement operations. Walk-in service for ticket payments is closed to the public until further notice.

Public Safety (Police and Fire) 

The City will continue to provide essential public safety services.  

The Police Department is making minor modifications to service to ensure the safety of our public and our personnel. These changes include practicing social distancing, cancelling events per CDC guidelines, and taking police reports online and by telephone. 

The Fire Department will continue supporting public safety services and will be taking precautions to protect the health and safety of the public and Fire personnel.
