About

Project Goals: 

The project includes intersection safety improvements at the intersections of Lincoln Avenue and Wilson Court and Lincoln Avenue and Brookdale Avenue.

Proposed improvements are expected to include the installation of rapid rectangular flashing beacons, high-visibility crosswalk striping, curb extensions, and accessible curb ramps.

Budget: 

Design Cost $75,000 (HSIP Funds - $68,000, City Local Match - $7,000)
Construction Cost $203,000 (HSIP Funds - $183,000, City Local Match - $20,000)

Overview:  

The City applied for the Local Highway Safety Improvement Program (HSIP) for the Lincoln Ave Corridor Safety Improvements Project.

To be eligible for HSIP funding, jurisdictions must have an approved Local Roadway Safety Plan (LRSP) or an equivalent safety plan, such as a Systemic Safety Analysis Report (SSAR) or Vision Zero Action Plan. Prior to the City Council's approval of the LRSP on April 2, 2024, the City of San Rafael satisfied this requirement through the completion of the Marin County SSAR (2018).

The SSAR analyzed Lincoln Ave as part of Marin County’s non-state arterial and collector network and identified it as having a medium to high collision severity index. Between 2017 and 2019, seven collisions occurred at Lincoln Ave and Brookdale Ave. and three at Lincoln Ave. and Wilson Ct. These intersections were identified as high priorities for the City of San Rafael due to their high crash rates and as key neighborhood connections to the regional SMART Trail and nearby schools.

Potential Future Plans for Lincoln Ave:

The City of San Rafael applied for additional HSIP (Highway Safety Improvement Program) funds in September 2024 to support a larger safety project along the Lincoln Avenue Corridor. The project is anticipated to span from Second Street to Paloma Avenue, covering eight intersections along Lincoln Avenue. 

The goal of the project is to improve intersection safety along the Lincoln Avenue Corridor.
