The City Hall building will be closed to the general public on Fridays from June 6, 2025 through August 29, 2025. San Rafael Community Centers, Libraries, Al Boro Parking Services, and all Public Safety services will remain open and maintain normal Friday hours.

Overview:

Canal Alliance relocated their headquarters onto a property on the west side of Grand Avenue and to the south of San Rafael Creek. As a result, this building will generate pedestrian traffic between the Canal neighborhood and the new location. The closest pedestrian crossing is at Second Street, to the north of the new facility, which causes pedestrians to walk about 500 feet north, cross Grand Ave at the signal, and then walk 500 feet south.

To accommodate the increase in pedestrian traffic between the Canal neighborhood and the new building, Canal Alliance has proposed a mid-block pedestrian crossing on Grand Avenue, between Second Street and Francisco Boulevard. This crossing will include a pedestrian hybrid beacon (PHB) and a pedestrian refuge island in the central median. Currently, the construction project has been awarded to Mike Brown Electric Co. and construction is anticipated to begin in Fall 2025.

The work, and all subsequent noise, will occur between 8:00 AM and 4:00 PM. 

The expected primary impact is traffic.

The project will go through various phases for traffic control.

Traffic Control Phase One will require a single lane to remain open for both directions of traffic, with the use of flaggers to manage traffic flow. This one-lane condition will only be in effect between 9:00 AM and 3:00 PM.

Traffic will be actively monitored throughout this phase to minimize disruptions. 

Project is expected to start Fall 2025 and be completed by Winter 2025.
