City Response to Homelessness
Homelessness is one of the most pressing challenges facing San Rafael and communities across California. The City is committed to a response that is both compassionate and accountable — recognizing the dignity of people experiencing homelessness while maintaining safe and accessible public spaces for all residents.
Our approach is guided by three principles:
- Housing First: Connecting people to stable housing as quickly as possible.
- Partnership: Working closely with the County of Marin, service providers, nonprofits, businesses, and the community.
- Balanced Enforcement: Ensuring local laws are followed while offering services and support to people in need.
What the City is Doing
Encampment Ordinance Management
San Rafael has adopted an ordinance that regulates camping in public spaces, paired with a sanctioned camping program at Mahon Creek Path. This approach reduces unsafe conditions in public spaces while creating a safer, more stable option for people without housing.

Long-Term Solutions
