
A proposal to build 200 new affordable homes at 555 Northgate Dr. has been resubmitted to the City of San Rafael on April 2, 2024. Following an initial determination that the application was incomplete in fall 2023, the developer resubmitted the application on April 2, 2024. City staff have completed their second review of the project and determined that the application remains incomplete. This means that the developer is required to provide additional information before the application can proceed in the planning process.
About the Project
The proposed project would replace the existing two-story office building with a seven-story apartment building. The proposed project would include:
- 200 rental apartments
- 80% for low-income households
- 19% for moderate-income households
- 3 units reserved for onsite managers
- Five stories of residential housing above a two-story parking garage
- Parking for 139 vehicles and additional bicycle parking
- Nearly 8,800 square feet of open space
SB 330 Application
This project was submitted as a Senate Bill (SB) 330 housing development, which allows housing developers to submit a preliminary application that freezes ordinance requirements. SB 330 also limits local jurisdictions to no more than five public hearings, including appeals, and requires that only objective standards be used to approve, condition, or deny the project.
