Upcoming Building Code Update – Effective January 1, 2026

The 2025 Triennial Edition of the California Building Standards Code (Title 24) goes into effect on January 1, 2026. For questions or more information, please contact building@cityofsanrafael.org. 

Submittal Deadlines

The building code in effect at the time a complete building permit application is submitted will apply to the project for its entire duration. Due to the City Hall holiday closure, the following deadlines will be strictly enforced:

Applications Due by Friday, December 26, 2025 at 4:00 PM

Applications submitted on or before this deadline, and deemed complete—including completeness review, project-specific invoicing, and full fee payment—will be reviewed and inspected under the 2022 California Building Standards Code.

Applications Submitted On or After Monday, December 29, 2025

Applications submitted on or after this date must demonstrate full compliance with the 2025 California Building Standards Code.

No exceptions will be made.

Applicants with active or upcoming projects should plan accordingly to ensure timely submittals.

What is Changing? 

The City of San Rafael will adopt the updated California Title 24 construction codes, including:

  • 2025 California Building Code

  • 2025 California Residential Code

  • 2025 California Mechanical Code

  • 2025 California Plumbing Code

  • 2025 California Electrical Code

  • 2024 International Property Maintenance Code

  • 2024 International Pool and Spa Code

  • 2025 California Existing Building Code

  • 2025 California Green Building Standards Code

  • California Referenced Standards Code, with appendices and local amendments
