The City of San Rafael’s Community and Economic Development (CED) Department is issuing this Request for Qualifications (RFQ) to identify qualified consultants to provide the following on-call services:
- Land Use Entitlement Processing; and
- California Environmental Quality Act (CEQA) Administration and Review.
Respondents may choose to provide services in one or both areas. Respondents for entitlement review should demonstrate a capacity to provide staff who can familiarize themselves with and apply the San Rafael Municipal Code under the guidance of City Staff. Likewise, respondents offering to provide CEQA review should demonstrate their experience applying CEQA to various projects.
The intent is to have contracts in place with qualified firms to provide competent, reliable, skilled on-call staff who can complete the processing of a subset of the City’s case total in a rapid, efficient manner on an as-needed basis. Successful respondents will provide on-call personnel who are skilled, punctual, responsible, and knowledgeable in their assigned area.

The City will hold a Pre-Bid Informational meeting on June 9, 2025 from 1:30 to 2:30pm to review the RFQ. Please email ced.bids@cityofsanrafael.org for registration and with questions prior to the meeting date. Additional questions will be accepted through June 17, 2025, via email.
Complete responses must be received no later than 5:00 pm on July 1, 2025, at ced.bids@cityofsanrafael.org or via BidExpress. Finalists may be invited to a Consultant Team Interview, then recommended for selection to the San Rafael City Council.
