Sab Rafael Public Works Dept can only assist at locations within the city’s jurisdiction. If your concern falls outside of this border, you will want to contact: Marin County Public Works They have an online reporting system you can find here: https://publicworks.marincounty.gov/#/city/report    

Something is hanging from, or tangled in, the Utility Pole wires

The Dept of Public Works does not handle these types of concerns.  You will want to contact the Marin Humane Society and provide them with as much as information as possible so that they can take care of the animal.  They provide this service 7 days a week. There appears to be a Water Leak, possibly flowing in the streets

San Rafael’s water is managed by Marin Municipal Water District (MMWD). Please contact them asap for water issues: If there is a water emergency (i.e., a potential main break), please call 415.945.1500 They also have an online submission form: https://www.marinwater.org/forms/report-a-street-leak
