Would the new intersection be timed with adjacent traffic lights along 2nd Street?

The infrastructure needed to physically tie the intersection to adjacent traffic lights along 2^nd Street in not currently in place. The intersection would be timed via operational modifications. The existing intersection is not timed with adjacent traffic lights.
