Q: Will the City consider an all-civilian police oversight board?

A: Yes. The City is currently exploring all options to assist the process of building community trust. The City has contracted with Francine Tournour, who is associated with the National Association for Civilian Oversight of Law Enforcement (“NACOLE”). Ms. Tournour also serves as the Inspector General of Sacramento County. She has extensive experience working on high-profile police use of force cases and working with the community to understand the process and identify ways to rebuild trust the community and law enforcement. NACOLE is a non-profit organization that brings together individuals and agencies working to establish or improve oversight of police officers. We will be working with Ms. Tournour to support the city in engaging the community around potential future solutions, including opportunities for possible civilian oversight.
