How would a new large development application impact a community-driven planning process?

When a planning process begins, the City Council would decide whether to allow submittal of development project applications.

During the current General Plan 2040 and Downtown Precise Plan process, the City is accepting  applications. Applicants must sign a form acknowledging that the outcome of the Plan process could impact their project. These impacts could result in their application being denied.

While the Council could freeze development applications and processing, state laws create limitations. By State law, moratoriums are subject to strict time limits. A freeze must include findings of urgency and necessity to protect the health, safety and welfare of the community.
