Planning Commission Approves New Housing at 930 Irwin Street

On May 13, 2025, the San Rafael Planning Commission approved a proposal to build new housing at 930 Irwin Street, at the corner of 4th Street and Irwin Street.

The Planning Commission found the project to be consistent with the City’s Downtown Precise Plan, Zoning Ordinance, and General Plan. The proposal qualifies for a State Density Bonus and associated waivers under California Government Code Section 65915.

The project was reviewed as categorically exempt from the California Environmental Quality Act (CEQA) under Section 15332 – Infill Development Projects.

About the Project

The project proposes to build a new 8-story building and replace three commercial buildings to create 210 apartments. Additionally, the project includes:

  • 18 apartments set aside for low-income households
  • On-site amenities for residents, such as a fitness room, coworking space, rooftop terrace, and outdoor pool
  • Parking for 222 vehicles and 342 bicycles

The applicant, Mill Creek Residential, requested design review and permission to combine three parcels into one.
