City of San Rafael Welcomes Andrea Visveshwara as Chief Assistant City Attorney

San Rafael, CA – January 29, 2025—The City of San Rafael is pleased to announce the selection of Andrea Visveshwara as its new Chief Assistant City Attorney. Andrea brings over almost two decades of diverse municipal law experience to the role. A resident of San Rafael, she began her new role with the City on January 16, 2025

Most recently, Andrea served as Deputy General Counsel for the Metropolitan Transportation Commission. Prior to that, she has held positions as Assistant and Interim City Attorney for the City of Emeryville and Assistant City Attorney for the cities of Petaluma and San Luis Obispo.

Andrea earned a Bachelor of Science in Psychology from the University of Washington and a Juris Doctor from the University of Wisconsin–Madison. In addition to her extensive legal background, she is recognized for her keen sense of humor, attentive listening skills, kindness, wisdom, and empathy—qualities that will greatly benefit the City’s team and the San Rafael community.

Outside of work, Andrea enjoys hiking, swimming, reading, and spending time with her family.

“I’m honored to join the City of San Rafael team and to serve this vibrant community,” said Visveshwara. “I look forward to collaborating with City leadership and staff to help navigate legal challenges, support innovative solutions, and further strengthen the City’s commitment to excellence.”

City Manager Cristine Alilovich said, “I am both excited and confident that Andrea’s extensive experience with municipal law and her collaborative approach will be an asset to the City. Her expertise and commitment will contribute greatly to the City’s success in serving the public.”

Under the City’s Charter San Rafael  has an Elected City Attorney, Rob Epstein, who supports the City on a part-time basis. The Chief Assistant City Attorney serves as a full-time attorney who supports the City by providing legal advice regarding daily operations, and policy and programmatic needs.

Andrea’s starting monthly salary will be $20,839.
