The Opportunity

We’re looking for an Enterprise Applications Manager who has high ethical standards, is excited to work in the public interest, and serve the City staff and residents of San Rafael with an optimistic, humble, and collaborative mindset.  The Enterprise Applications Manager has the opportunity to both help improve the efficiency and effectiveness of government operations and discover tools that improve the way the public interacts with government services.

In this role, you will have the rare opportunity to help transform critical business processes while ensuring that we’re implementing the right thing, at the right time, for everyone who needs it.  On any given day you will lead complex, multi-disciplinary projects from start to finish, communicate with stakeholders to set expectations, manage project schedules, identify risks, and communicate closely with cross-functional partners across the City.  You will rally people together, coordinate players, and keep them up to date on progress and deadlines.

THE IDEAL CANDIDATE has experience procuring and implementing Enterprise Resource Planning (ERP) systems, Office 365, and other commercial off the shelf (COTS) software at an enterprise scale.  This candidate also has a deep knowledge of local government, an understanding of government digital services, and demonstrated commitment to equity and public service.  Additionally, you will have the technical knowledge needed to evaluate commercial off the shelf software products and project manage their implementation at the City.

  • Discovery and Planning
  • Partner with Service Designers and Product Managers to understand and document exactly what problem a product is solving and for whom.  We’re committed to building services with a strong equity lens to support everyone who needs access to our services, ensuring that our products work for all users.
  • Determine which enterprise features are critical to meeting the needs of the City.
  • Evaluate the vendor landscape for the top potential vendors for the City.  Research what other government agencies are using along with some lesser-known vendors that may be a match for our needs.
  • Software Procurement
  • Coordinate vendor demos and software pilots that are tailored to our user needs.
  • Develop best of breed RFIs, RFPs, and RFQs, depending on the project.  Lead the City’s efforts in challenge-based procurement practices.
  • Lead the technical evaluation of commercial off the shelf software, ensuring that we have not only done our due diligence, but have validated through demos of GA products which requirements will be met.
  • Software Implementation and Project Management
  • Serves as a technical subject matter and project lead.
  • Manage relationships with software vendors, including scoping projects with business stakeholders, estimating project costs, and holding vendors accountable for deliverables.
  • Builds project plans including major milestones, acceptance criteria, deliverables, tasks, and dependencies.  Develop and maintain risk planning and mitigation, communication planning, resource planning, change management planning, and all other plans incorporated into the project plan.
  • Implementing agile methodologies and processes and creating project related artifacts and reports.  Develop status reports and lead status meetings.
  • Proactively manage the delivery of projects and approvals, resolving action items, issues, and risks.  Proactively identify subtle issues that could result in major risks at later milestones.  Monitor progress against plan and budget and proactively communicate variances.
  • Migrates legacy data to new systems if applicable.
  • Organize and verify project documentation throughout the lifecycle.
  • Maintain excellent relationships with all levels of the matrix organization.


  • Are a servant-leader that demonstrates patience, humility, and an optimistic attitude about the future that we’re building at the City.
  • Are curious, inquisitive, and rely on research before defining a solution to a problem.
  • Are highly technical and able to ask tough questions about a product’s capabilities and determine what a product does and doesn’t do out of the box.
  • Are a great translator and able to build high-trust relationships with a business leader across the City using non-technical jargon.
  • Have extreme attention to detail and ability to organize large complex projects and stakeholders using project management software, plain-language project reports, and leading meetings.
  • Have experience implementing Enterprise Resource Planning (ERP) systems or other large financial systems that manage business activities such as accounting, procurement, project management, risk management and compliance.
  • Have a general understanding of full cycle recruiting, the accounting cycle and how business operations roll into the general ledger.
  • Deep technical and architectural understanding enterprise software systems.
  • Proven ability to lead business solution projects to successful conclusion with diverse teams to effectively active high adoption and user satisfaction of productivity and collaboration solutions.
  • You’re comfortable working in a consulting capacity as well as running a project directly.
  • You can act as an empathetic coach, mentor, and advocate who helps partner department staff develop the skills to manage their own products.
  • You can help us build momentum off the big wins our small team has already achieved, so that we can deliver more value, faster, together.
  • Work well in a collaborative environment with a small team.
