On Monday, December 15, 2025, the San Rafael City Council voted to renew annual assessments for the Downtown San Rafael Business Improvement District (BID), appointed the BID Advisory Board for calendar year 2026, and approved a management contract with the San Rafael Chamber of Commerce. Together, these three actions are intended to strengthen the district’s operations, foster collaboration with local businesses, and ensure continued investment in the vitality of downtown San Rafael.
The BID Advisory Board consists of ten volunteer business owners or business representatives within the BID boundaries and is responsible for administering the affairs of the BID. The City Council authorized the City Manager to enter into a one-year agreement with the Chamber in an amount not to exceed $140,000, of which $65,000 is projected to come from calendar year 2026 BID assessments.
The agreement expands services of the Chamber both citywide and within the BID, ensuring responsive advocacy, improved communication between businesses and City government, and coordinated delivery of economic development resources.
