The Economic Development Subcommittee met for it’s quarterly meeting on December 10, 2025. Sales Tax was the primary agenda topic, addressing Goal F.3.2 of the City’s adopted Three Year Strategic Plan FY 2025- 2028. Ken Nordhoff, representative from HdL Companies and former San Rafael City Manager, presented an overview of San Rafael’s sales tax revenue. Mr. Nordhoff assessed the City’s revenue strengths and weaknesses, and identified potential opportunities for focused business retention.
