Charmine is the Deputy Public Works Director for the City of San Rafael, serving as the designated City Traffic Engineer. Charmine joined San Rafael in February 2017, after 5 years working for the City of San Francisco, time in consulting, 2 years at the Los Angeles Department of Transportation, and several more years working in the private sector. She has a Master’s Degree in Civil Engineering with a concentration of Transportation Engineering from the University of Southern California and has her Bachelor’s Degree in Civil Engineering and Construction Engineering from the University of California, Davis. Charmine is a California licensed Professional Civil Engineer and Professional Traffic Engineer.
Charmine has a passion for giving back to the community and works tirelessly to address the wants and needs of the community any way she can, especially in regards to traffic. She enjoys providing unique and innovative solutions that fit the specific needs of San Rafael. Outside of work, she volunteers and mentors girls interested in STEM for a program affiliated with Girls, Incorporated. She also enjoys hiking, cycling, and has an infinite love for dogs.
