City of San Rafael Awards Capital Project Management Agreement to Griffin Structures for Support of the New Library and Community Center at Albert Park

San Rafael, CA — On Monday, October 6, 2025, the San Rafael City Council awarded an agreement for Capital Project Management Services to Griffin Structures to guide the planning and construction of a new main library and community center at Albert Park.

In 2024, San Rafael voters passed Measure P, an initiative to fund a new main library and community center at Albert Park.  The new facility will be a vibrant community resource for San Rafael, providing a hub for civic, cultural, and social enrichment through community connection. Bringing on a firm experienced in capital project management ensures that the City has the professional expertise and capacity needed to successfully deliver on this transformational community project.

“This is the first major step for the City in the implementation of Measure P,” said John Stefanski, Assistant City Manager, “This project represents a generational opportunity for our community and is going to be one of the largest investments in the City’s cultural and civic institutions.”

Griffin Structures is a California firm that specializes in capital project delivery for municipal and educational agencies. The company has led the delivery of more than 70 library facilities and community centers, including recent projects throughout the Bay Area.

“So many people have been a part of this journey,” said Mayor Kate Colin, “We are impressed with the credentials and expertise of Griffin Structures and that they get how a community center and library are truly a manifestation of community values. The fact that Measure P is a self-taxation shows that this is a community value.”

The agreement with Griffin Structures runs until December 31, 2031, for a total of $4,440,606. The scope of work includes overall project management, support for community engagement and communication, overseeing the design and planning process, and construction award and on-site management. The new library and community center is anticipated to open in early 2031.
