Annual Street Resurfacing Program Update 2021

The City of San Rafael’s annual street resurfacing program has seen a significant loss in revenue throughout the Covid-19 pandemic. The City’s streets are maintained with gas tax revenue and with the large drop in gas sales statewide, the City’s gas tax revenue has also proportionately dropped. Even with this dramatic drop in revenue, the City has maintained a pavement condition index (PCI) of 65 out of 100, meaning City streets are in fair condition.

There were several smaller projects that made up the 2020 resurfacing program including the resurfacing of Fifth Avenue from A Street to Ray Court and the rehabilitation and transformation of C Street and D Street in the downtown corridor from one way streets into two way streets. Another noteworthy resurfacing project that took place in 2020 was the Smith Ranch Road resurfacing which resurfaced the dilapidated underpass and rehabilitated the roadway from Redwood Highway to the 101 South Bound on ramp as well as placed 16 ADA compliant curb ramps.

In the 2021-22 fiscal year, the City is planning on resurfacing Francisco Blvd East from Vivian Street to Second Street and resurfacing Bungalow Avenue from Woodland Avenue to La Loma Court, as well as, a small targeted pavement maintenance project.
