930 Irwin Residential Development Issued Demolition Permit

Posted on September 25, 2025

The City of San Rafael has issued a demolition permit in preparation for the construction of a new eight-story, 210-unit residential building at 930 Irwin Street.

In addition to the residential units, the development will feature ground-floor amenities for residents and a garage with 232 parking spaces. The multifamily project also includes 18 affordable units dedicated to low-income households, ensuring that the benefits of this development are shared across the community.

Work on the project begins with the demolition of three existing commercial structures and the consolidation of three separate parcels into a single lot. The City of San Rafael is working closely with the developer to ensure this phase is managed safely and efficiently.

What to Expect During Demolition

  • Work Hours: Monday–Friday, 7:00 AM to 4:00 PM
  • Anticipated Start Date: November 2025
  • Expected Duration: 4–6 weeks
  • Updates: Will be posted to the City website
  • Project Liaison: Mike Lisle, Mill Creek Residential Trust, 925-980-5278

This project and the development at 703 Third Street, both breaking ground in 2025, will add more than 300 residential units to downtown San Rafael, bringing much-needed affordable and market-rate housing to the downtown core. These substantial projects are the result of the focused efforts of both the City Council and staff to meet the City’s housing goals.
