703 Third Street – New Downtown Housing Near Transit

At Monday’s meeting, the City Council will consider approving the Use Permit, Environmental and Design Review Permit, and Lot Consolidation applications to allow the construction of a new, 120-unit, mixed-use building located at 703 Third Street (at the southwest corner of Third Street and Lincoln Avenue). This project includes 120 rental units (12 of which are below-market-rate),121 garage parking spaces, and 969 square feet of ground-floor commercial space. The review process for this project began in June 2017 and included public meetings with the Design Review Board and Planning Commission, as well as community engagement efforts by our City staff. After careful evaluation, staff is recommending approval, as the project would provide much needed housing near services and transit, and presents an opportunity to be a catalyst for bringing additional mixed-use housing projects into Downtown San Rafael.
