Procedure: 

In December 2005, the Marin County Taxi Cab Joint Powers Authority adopted a county wide ordinance to regulate all taxi cab companies and drivers operating in the member municipalities.  San Rafael was one of the first cities to adopt a companion ordinance designating the Taxi Cab JPA as the licensing authority for Taxi Cab Drivers and companies.

In order to pick up fares in the City of San Rafael, both driver and cab company must hold valid permits issued by the Taxi Cab JPA.  Permits must be displayed prominantly
