Benefit Summaries

The City of San Rafael provides a comprehensive package of employee benefits that includes various insurance options, paid time off, retirement and other benefits. Specific benefits based on governing MOU's may vary.

Health Benefits

The City offers a full flex cafeteria plan for active employees, in accordance with IRS Code Section 125. Regular full & part-time employees working at least half time who participate in the City's full flex cafeteria plan shall receive a monthly flex dollar allowance (pro-rated for part-time employees) to purchase benefits such as medical, life and vision insurance. Please see the Benefit Summary Chart or specific MOU for details pertaining to each bargaining unit.

Dental Benefits

The City pays the cost (pro-rated for part-time employees) of a comprehensive Dental Plan for all eligible employees that covers the employee and family up to $1500 per year.

Paid Leave Benefits

The City provides several types of leave benefits to employees in regular budgeted positions including Vacation, Holidays and Sick Leave. Part-time employees working a minimum of half time receive pro-rated benefits.

Retirement Plan

To provide for the long term financial security of City employees in retirement, the City provides a defined benefit retirement plan under the Marin County Employee Retirement Association (MCERA), subject to MCERA procedures and regulations and applicable 1937 Act laws that govern such plans. Full Time employees and part time employees who work a minimum of 3/4 time are enrolled in the plan.

Health and Dependent Care Spending Account

All regular full and part-time employees are eligible to participate in the voluntary Health Care Reimbursement account and the voluntary Dependent Care Reimbursement account. This is a pre-tax reimbursement account that you can use to pay for up to $5000 of health care costs and up to $4000 for child care and/or elder care expenses. The maximum allowable childcare expense beginning 2011 will be $2500.

Deferred Compensation

All regular employees may contribute to a deferred compensation (457) plan. Contributions are entirely voluntary and 100% paid by the employee. Many different investment options are available. Contributions are limited to the maximum amount allowed by statute.

Employee Assistance Program (EAP)

The City offers an Employee Assistance Program (EAP) administered by Magellan Health. It includes both counseling and telephone consultation services addressing personal needs such as marriage, family & relationship problems, alcohol & drug abuse, emotional, personal & stress-related concerns, child care, elder care, financial & credit problems, federal tax consultation, pre-retirement planning and personal records management. Employees may receive up to 8 visits per year.

Credit Union

All regular employees are eligible for membership in the Marin County Federal Credit Union which is an independent organization owned by the employees and operated under federal regulations. The Credit Union offers members a full range of savings and checking accounts and loan services
