What You Need to Know About San Rafael's Transactions and Use Tax

Measure S was passed by 70% of the San Rafael voters in November 2005.  Measure S is a ½-cent transactions and use tax.

Measure S dollars were needed to prevent deeper cuts in city services.  Moneys will be used to maintain police and fire services, keep from further reducing library hours, maintain street and sidewalk repairs, and keep recreation facilities open.
 
The ½-cent transactions and use tax will be collected on:

  • Purchases made within the City of San Rafael boundaries.
  • Good delivered to addresses within the City boundries.  This applies to good purchased from vendors outside of the City who deliver, install or assemble merchandise within the City limits.
  • Automobiles purchased by San Rafael residents.
  • Automobiles that are leased by auto dealers in San Rafael.
  • Boats moored in San Rafael harbors.
  • Aircraft and mobile homes on properties in San Rafael.

This tax was effective on April 1, 2006.   The City did not receive any funds from Measure S until September 2006.

As of April 1, 2009, the total sales tax in San Rafael will be 9.50%.
